Abstract

Purpose

This study aims to examine how the organizational structure of arts groups and their administrative personnel’s socio-demographic attributes affect the working conditions of and create tensions for their staff. Recent discussion about the cultural industries and labor has pursued two strands – macro-level research expounds on the organization of cultural industries and labor market; and micro-level studies focus on the work and employment of cultural practitioners. Very few of them, however, articulate the relationships between the two levels. This study contributes to the literature with a multilevel framework that examines the interplay between the structural conditions and personal factors in which labor–capital relationships evolve.

Design/methodology/approach

This study applies a qualitative approach to collect and analyze data. It conducted 39 in-depth interviews with arts managers and administrators from a sample of 18 performing arts organizations across four performing arts sectors in Hong Kong, namely, drama, music, dance and opera. The stratified sample covers arts organizations of different funding models – the public “nationalized” form, the mixed-economy form, and the privatized form.

Findings

This study shows that the funding and organization model of arts organizations resulted in various forms of job structure, and that the practitioners’ socio-demographic background shapes their career expectations. The job structure and career expectations together affect the labor turnover and influence organization strategies.

Originality/value

This study’s methodological contribution lies on its application of a multilevel framework to analyze the relationships between the macro- and the micro-level factors underpinning the working conditions of labor in the cultural industries. Besides, it contributes to the discussion about “labor precariousness” with empirical evidence from a comparative study of arts managers and administrators from organizations across four performing arts sectors.

Abstract

Purpose

Guanxi, an invisible aspect of many levels of interaction in economic life, has increased in importance in recent years; however, this subject has been underappreciated in high-tech industries. High-tech firms can choose to use guanxi with their partners as a key component of their competitive advantage or to view guanxi as necessary evil that is required to complete business exchanges. This paper aims to evaluate how guanxi contributes to or impedes a high-tech firm’s innovation performance.

Design/methodology/approach

This study proposes and tests a nonlinear model that explores the positive and negative impact of guanxi on the innovation performance using a sample of 184 high-tech firms located in Taiwan Science Park.

Findings

In contrast to the mainstream of findings in the previous literature, the authors find that guanxi is a competitive advantage in constructing new business networks; however, additional increase of guanxi may even decrease innovation performance. This view opens up new research avenues in the context of high-tech industries and suggests directions for future research and practice.

Research limitations/implications

Academics and practitioners know little about the unfavorable aspects of this variable. Future studies might develop specific measurement scales that capture the negative side of strong guanxi. Beyond the positive side of variables that have been amply studied, such as affection and kindness, other interesting negative side of variables that may be considered in future studies are blood (Tsang, 1998), extortion (Dunfee and Warren, 2001) and favoritism (Hwang et al., 2009).

Originality/value

The authors contribute to the research on guanxi and innovation performance, in that this study extends guanxi literature beyond the intuitive conclusion that innovation performance can be significantly enhanced in Asian countries’ business networks by leveraging guanxi as competitive advantage, and further demonstrating when and how guanxi can be harmful for high-tech firms’ innovation performance.

Abstract

Purpose

In this chapter, we focus on expatriate CEOs who are assigned by the parent company to work in a subsidiary and compare them to those who themselves have initiated to work abroad as CEOs. Since we do not know much about these individuals, we direct our attention to: (1) who they are (demographics), (2) what they are like (personality), and (3) how they perform (job performance).

Methodology/approach

Data was sought from 93 assigned expatriate CEOs and 94 self-initiated expatriate CEOs in China.

Findings

Our findings demonstrate that in terms of demography, self-initiated CEOs were more experienced than assigned CEOs. With regard to personality, we found difference in self-control and dispositional anger: Assigned expatriate CEOs had more self-control and less angry temperament than their self-initiated counterparts. Finally, we found assigned expatriate CEOs to rate their job performance higher than self-initiated CEOs.

Originality/value

Although there may not always be immediate benefits, career consideration often plays a role when individuals choose whether to become an expatriate. For many years, organizations have used expatriation to develop talented managers for high-level positions in the home country. Recently, however, a new trend has emerged. Talented top managers are no longer expatriated only from within parent companies to subsidiaries. Self-initiated expatriates with no prior affiliation in the parent company are increasingly used to fill top management positions in subsidiaries.

Abstract

Purpose

The purpose of this paper is to provide empirical evidence on the significance of signal breaches from technical trading indicators in explaining variations in the level of corporate social responsibility disclosures (CSRD) by firms. The authors seek to determine whether firms disclose corporate social responsibility (CSR) information in a genuine attempt to report their impact on society and environment or whether firms use CSRD as a shield to legitimise their business operations.

Design/methodology/approach

Signal breaches from the Moving Average Convergence Divergence and Chande’s TrendScore technical trading indicators were utilised, while the voluntary environmental and social accounting disclosure index developed by Williams (1998) was adapted to measure the extent of CSRD by Singaporean firms in 2011. Ordinary least squares regression was the principal multivariate statistical technique used to analyse the data collected.

Findings

Findings of this paper indicate a positive and significant association between the number of technical indicator signal breaches for a firm and the level of CSRD by that firm, particularly in the environment, energy, human resources and products and customers categories.

Research limitations/implications

The collection of CSRD information is based solely on annual reports and within the context of Singapore. Results, therefore, are not completely generalisable to different jurisdictional settings.

Practical implications

Findings suggest that firms with a volatile stock price trend provide greater CSRD, possibly as a legitimacy strategy to distract or change the perceptions of investors from its current legitimacy status. Findings, therefore, highlight to regulators the need to strengthen regulatory requirements and implement stricter guidelines on CSR reporting, given the importance of CSRD to users.

Social implications

Findings from this study have several implications for various stakeholders including investors, regulators and society in general. Overall, findings also suggest that stakeholders should not rely solely on CSRD in their decision-making process.

Originality/value

This is the first paper that has proxied stock price movement by using breaches in technical trading indicators when examining reported levels of CSRD by firms. Moreover, results greatly build on the sparse CSR research on Singapore.

Abstract

Purpose

The goal of this article is to examine the current trends of political cinema in postcolonial Hong Kong. Many leaders of the Hong Kong mainstream cinema have accepted the Chinese authoritarian rule as a precondition for expanding into the ever-expanding Mainland film market, but a handful of conscientious filmmakers choose to make political cinema under the shadow of a wealthy and descendant industry, expressing their desire for democracy and justice and critiquing the unequal power relations between Hong Kong and China.

Design/methodology/approach

This paper consults relevant documentary materials and cinematic texts to contextualize the latest development of political cinema in Hong Kong. It presents an in-depth analysis of the works of two local independent filmmakers Herman Yau and Vincent Chui.

Findings

This study reveals a glimpse of hope in the current films of Herman Yau and Vincent Chui, which suggests that a reconfiguration of local identity and communal relationship may turn around the collective despair caused by the oppressive measures of the Chinese authoritarian state and the end of the Umbrella Movement in late 2014.

Research limitations/implications

Despite the small sample size, this paper highlights the rise of cinematic localism through a closer look at the works of Hong Kong independent filmmakers.

Practical implications

This study reveals an ambivalent mentality in the Hong Kong film industry where critical filmmakers strive to assert their creativity and agency against the externally imposed Chinese hegemonic power.

Originality/value

This investigation is an original scholarly study of film and politics in postcolonial Hong Kong.

Abstract

The Communist revolution in China has led to the appearance in this country of increasing numbers of Chinese books in Russian translation. The Chinese names in Cyrillic transcription have presented many librarians and students with a new problem, that of identifying the Cyrillic form of a name with the customary Wade‐Giles transcription. The average cataloguer, the first to meet the problem, has two obvious lines of action, and neither is satisfactory. He can save up the names until he has a chance to consult an expert in Chinese. Apart altogether from the delay, the expert, confronted with a few isolated names, might simply reply that he could do nothing without the Chinese characters, and it is only rarely that Soviet books supply them. Alternatively, he can transliterate the Cyrillic letters according to the system in use in his library and leave the matter there for fear of making bad worse. As long as the writers are not well known, he may feel only faintly uneasy; but the appearance of Chzhou Ėn‐lai (or Čžou En‐laj) upsets his equanimity. Obviously this must be entered under Chou; and we must have Mao Tse‐tung and not Mao Tsze‐dun, Ch'en Po‐ta and not Chėn' Bo‐da. But what happens when we have another . . . We can hardly write Ch'en unless we know how to represent the remaining elements in the name; yet we are loth to write Ch'en in one name and Chėn' in another.

Abstract

Purpose

This paper aims to examine how Chinese apparel retailers manage their production outsourcing risks and why they elect to manage those risks in a particular manner.

Design/methodology/approach

The investigation used the case study approach to explore factors driving two Chinese apparel retailers operating in different market environments to manage their production outsourcing risks.

Findings

The selection of production outsourcing risk management strategies hinges on what apparel retailers view as the most important value their products provide to customers. Product values were linked to specific product characteristics as well as the market environment in which the apparel retailers operated. The retailer that regarded product quality as a key value driver was found to place emphasis on manufacturer selection and use of a formal contract for process control. The retailer that viewed newness and variety as a value driver opted to cultivate a strong, committed business relationship based on Guanxi to achieve speed‐to‐market.

Research limitations/implications

As a case study research, the findings of this study have their limitations in generalisability. Given that one of the retailers did not invoke Guanxi to cultivate a long‐term business relationship with its outsourced manufacturers, the role of Guanxi in outsourcing risk management in China deserves further exploration, as businesses in China become more globalised.

Practical implications/value

This study grounds mainstream outsourcing strategy literature on operational practice through case studies. It highlights the influence of both product characteristics and market environment in dictating the choice of outsourcing risk management strategies in apparel manufacturing.

Originality/value

The study views outsourcing risk management from the perspective of minimizing outsourcing failures, rather than achieving outsourcing success. It reveals that risk management behavior of apparel retailers was linked to the notion of value protection, which varied according to what they considered as their principal product value drivers.

Abstract

Purpose

This article outlines the challenges faced by the next Chief Executive of the Hong Kong Special Administrative Region (HKSAR) in 2022 – the need to address economic problems resulting from Hong Kong’s slow growth; its inability to restructure its economy to broaden job opportunities and improve upward mobility for young people; and the government’s belated attempt to deploy innovation and technology.

Design/methodology/approach

This article is based on the author’s in-depth analysis of the current situation and insights on the challenges faced by the next Chief Executive.

Findings

Tensions are inherent in the concept of “One Country, Two Systems”. Back in November 2012, Deputy Director of the Hong Kong and Macao Office Zhang Xiaoming already reminded Hong Kong of the need to manage well three sets of relationships: (1) maintaining the “One Country” principle while preserving the SARs’ “separate systems”; (2) upholding Central Authority while preserving the SARs’ “high degree of autonomy”; and (3) unleashing the economic potential of mainland China while raising the competitiveness of the SARs. These three sets of relationships represent three fundamental difficulties in implementing “One Country, Two Systems”. However, Hong Kong kept ignoring Beijing’s advice and failed to resolve the tension between the mainland and Hong Kong SAR, culminating in the riotous events of 2019, which morphed into a dangerous, anti-China insurgency.

Originality/value

The next Chief Executive needs to mediate between the constitutional requirements of the Central Authority while preserving Hong Kong SAR’s “high degree of autonomy”, its unique character and lifestyle. He or she also needs to deal with continuity and change. Hong Kong cannot stand still, and should not allow itself to be lulled by the “50 years no change” mantra into overlooking the need to move with the times. Much reform needs to be implemented by the next Chief Executive to give people hope, faith in “One Country, Two Systems” and true love of the country.

Abstract

This chapter discusses the social mobility and the political consequences of three education events in Hong Kong: the extension of free and compulsory schooling in 1978, the construction of universities after the Tiananmen repression amid popular unrest, and the creation of two-year degree programs after Hong Kong became a Special Administrative Region. The chapter shows the repercussions of these events for civil society organizations and political parties. The chapter first reviews the historical context for state-society relations created by the current Special Administrative Region and the former British Crown Colony. It presents two alternative perspectives on the impact of higher education for civic development and social mobilization, perspectives rooted in neo-functionalist and in neo-Weberian sociologies of education. Next, the chapter discusses the actors and agents of political change in Hong Kong. Inferences are drawn about the social integration of new immigrants from Mainland China, as well as the opportunities for women and for lower-income students, based on analysis of 35 years of Hong Kong Census data (1971–2006). The chapter concludes by raising questions about the future ability of governments and parties to define the postsecondary policy agenda, an agenda that now threatens to escape from government control and become a flash-point of popular mobilization.

Abstract

Purpose

Hong Kong entered an ultra-low fertility regime nearly two decades ago (Census and Statistics Department, 2013). The causes of ultra-low fertility in Hong Kong are the same as those in other developed economies (Tu and Lam, 2009). The phenomenon, in most of the western world and East Asian societies, is attributed to the incongruence between individual-oriented and family-oriented institutions (McDonald, 2000), or simply role incompatibility between work and motherhood (Stycos and Weller, 1967). One viable solution to alleviate role incompatibility is to introduce family-work reconciliation policies, including maternal and paternal leaves, subsidized child care and health care and work facilities that allow for breastfeeding (Lappegard, 2010). The purpose of this paper is to assess the family-friendly measures for enhancing fertility.

Design/methodology/approach

The paper analyzes the current demographic conundrum and makes recommendations.

Findings

Subsidized child care is an effective measure if it satisfies the five main criteria, namely, availability, accessibility, acceptability, cost, and quality, suggested by Rindfuss et al. (2003). Other family-friendly measures are inadequate in absolute terms and inferior to those of Asian countries such as Japan, Singapore, and South Korea (Ministry of Manpower, 2014; OECD, 2013). The possibility of shifting away from the ultra-low fertility regime remains doubtful, especially because low fertility is a combined effect of an increasing prevalence of single older women (Census and Statistics Department, 2014), a shift of the utility function of children toward other consumable goods (Inglehart, 1982) and a desire for achieving upward intragenerational and intergenerational social mobility (Ariès, 1980).

Practical implications

Since Hong Kong still subsides in the regime of the lowest-low fertility, an evaluation of the related family-friendly measures will provide constructive insights to the Hong Kong Special Administrative Region Government how to provide incentives to citizens to consider making childbearing decisions.

Originality/value

Because the introduction of family-friendly measures and gender ideologies are intractably linked (Brewster and Rindfuss, 2000), Hong Kong stays in the middle of nations of families and nations of individuals, influenced by western ideas and traditional family values. It is hence worthwhile to examine the effectiveness of different family-friendly measures.
